I suggest that we propose to the UN that they establish an Environmental Council with similar powers as the Security Council has but with a different process for selecting members.
It would be preferable not to have any permanent members but to elect members for limited periods. It is also important that no state has the right to veto a decision.
Decisions may concern issues such as capping of emission, halt to forest clearing etc. The decisions of an Environmental Council would have much more clout than the deliberations of a UN Commission.
