Managing the shift to a low carbon world requires a new level of global cooperation, and therefore a global system of reporting, transparency and accountability. Gaining consensus and action for the rule of law on this issue is critical for achieving global justice. Therefore, globally transparent and accountable measuremnts of how is working, and where, and who is benefitting, and how much, are absolutely essential. The simpler and more widely accessible this documentation is will determine how much it can contribute to more democratic global processes. I suggest web-based, globally monitored and agreed up measures of carbon emissions, with globally citizen-based administration, independent of other institutions.
