Green 21 points Proposal (by ECOLO JAPAN)

Project Abstract: 
We (ECOLO JAPAN) http://lp.jiyu.net/ecolo-eng.htm as Green think tank will submit the following statement for 21 point action plan but at the same time, we would like to suggest that its contents be included and considered in the plenary session as well. Please note that our proposal do not cover all the points we should discuss in Global Greens Conference.

1.We Greens call on our government and United Nations to encourage emissions reduction in developing world, whereas we insist that industrialised countries should increase their
promotion of energy-saving and renewable energy technology.

2.We Greens demand our government and United Nations that they improve international law and other legal systems to prevent increase of so-called “environmental refugees” as well
as the violation of human rights (human trafficking etc. ) of individuals displaced by climate change.

3.We Greens call on our governments to strengthen and speed up the implementation of taking action against unlawful deforestation all over the planet.

4.We Greens will work to discontinue extending subsidies or investment in the fossil fuel energy and nuclear power, by governments and international financial institutions, including the World Bank. Instead, expand the investment in renewable energy and energy saving sector.

5.We Greens will work to our own government and industries so that they strongly promote investment, implementation and support for international and domestic tree planting, including enterprise along Kyoto Mechanism.

6.We Greens call for international campaign to promote “carbon offset” as a solution of global warming.

7.We Greens call for international campaign against import or production of agricultural crops which are only used for bio-fuels. The secondary damage from production of bio-fules must
be stopped, which causes deforestation, crisis of biodiversity or poverty in developing countries.

8.To achieve an international agreement of “Post Kyoto” framework, we Greens strongly demand that industrial countries should commit to emissions cuts of at least 25 to 40 % of 1990 levels by 2020, and to reduce at least 80 % of 1990 levels by 2050, promoting campaign for achieving reduction target by a most effective, political measure in each country concerned.

For all developed countries, We Greens ask our government to imply the proposal by Stern Review,
that at least 1 percent of GDP should be invested to stop global warming.

To realise the target, We Greens ask all industrialised countries for challenging all possible countermeasures and policies, such as introduction of carbon tax or emission trade system, or promotion of renewables, energy saving and efficiency, without developing nuclear power.

9. We Greens Greens call on our government and communities for extension of mobility management,
namely to shift our moving measures from cars to public transportation, bikes and walks.
We Greens should also propose them to realize “Environmentally Sustainable Transport(EST)” as fast
as possible, introduce high level of emissions reduction target to all communities, especially big cities.
