Project Abstract: 
Global warming cannot be addressed by authoritarian governments, dictatorship or fascism. Saving the planet from climate change can only succeed if all people are empowered to take part in the great project of achieving sustainability. An index of Human Rights in the UN is an important instrument to help bring this about.
Project Abstract English: 
It is absolutely necessary to have among the 21 points at least one point that addresses the need for an uplift in global human rights practice. Therefore we shall include the policy of pressing for an Index of Human Rights in the UN.In order to reduce the amount of torture, political imprisonment, disappearances and other human rights abuses, the Global Greens call for the world's governments to have their performance on human rights monitored and published annually by the UN, with a view to bringing legal and non-violent pressure to bear onto the regimes with the very worst human rights records.

Everything is interrelated. We cannot talk about Climate Change in isolation. A clean, healthy environment is also a human right. Otherwise, commentators will respond to the 21 points by saying that the only way Greens could achieve their global warming ambitions is by having authoritarian governments. This political criticism will come from both Left and Right. Mainstream journalists have already referred to "green fascism" in the UK press.

Therefore we shall include the policy of pressing for an Index of Human Rights in the UN.

For Sao Paolo (SP) this will be a concrete expression of our interest in Human Rights (HR) issues, so that the *media and political commentators cannot say we are only interested in envrionmental issues*, and that our dedication to the necessity of living within the boundaries set by nature, *we will end up as "green fascists"*. It will also *draw together all the different human rights issues* that we will be discussing - torture, repression, street children, the position of women &c. Rather than issuing a simple wish-list of all the nice things that we desire, we will be coming up with a *definite, tangible proposal.* In addition, the Index of human Rights is a new, effective policy on human rights emerging directly from the green parties, rather than our adoption of ideas put forward by others.

This policy has already been adopted by GPEW ("UK Greens") and by the EGP. The UK United Nations Association is moving forward towards acceptance of the Index.
